BASIC FUNCTION:
Support the complete administration including the compliance and regulatory aspect of the health, life, dental, vision and disability insurance plans for ADP TotalSource, Inc. Responsible for Compliance updates related to new benefit products, plans, Open Enrollment, FSA, COBRA. Ensures compliance with Section 125, FSA, COBRA, HIPAA, and FMLA as well as other applicable state and federal benefit laws. Serves as “go to” person for Benefits Services Group in the absence of Compliance Manager and assists other Benefit Specialists with difficult benefit questions.

RESPONSIBILITIES:
Review, research and support the implementation of Benefits products and offerings as it relates to federal, state, local Health & Welfare and Employer regulations.

Develop, implement and conduct training on benefit related policies, benefits business rules pertaining to new regulatory developments and/or requirements.
Assist with the testing and verification of new system enhancements and services to support Benefits Compliance programs.

Conduct Benefits Compliance audits as necessary.

Support the Benefits Services team; regional benefit teams; Employee Service Center; and Implementation teams with elevated benefit related issues.

Serve as the subject matter expert on benefit compliance and H&W administration processing. Research and implement process and benefit document changes resulting from newly released benefit regulations.

Execute annual reporting and disclosure requirements (i.e. Form 5500 filing, Summary Annual Report, etc.) and ensures accuracy and timeliness of filings.

Assist with development and maintenance of benefit related documents including the ADP TotalSource Summary Plan Descriptions (SPD), Summary of Material Modifications (SMM), and benefit forms, etc. as necessary due to regulatory developments; new market penetration; and/or new product offerings.
Will work on other complex special projects as directed by the Manager.

REQUIREMENTS:
BS degree required. A degree or certification in benefits/human resources a plus.
Minimum of 6 years in benefits with customer service or compliance background required.
Ability to work under pressure, handle multiple tasks and deal with different levels of staff required.
Good organizational skills.
Ability to work under strict deadlines and deal with pressure.
Must possess excellent verbal and written communication skills.
